Integrating sexual and reproductive health and rights with universal health coverage and health systems strengthening

Universal Health Coverage (UHC), Health Systems Strengthening (HSS) and Sexual and Reproductive Health and Rights (SRHR) are deeply interconnected. When working hand in hand, UHC and HSS aim at building resilient and equitable health systems, where health services are accessible to all without financial hardship. SRHR is integral and essential to strong health systems, contributing directly to health outcomes (SRHR is relevant, directly or indirectly, to all four categories used by WHO to monitor progress of UHC) and system resilience (SRHR contributes to all six building blocks underpinning HSS). Integrating SRHR into UHC and HSS is not only impactful and cost-effective, but most importantly, it is crucial for achieving global health and sustainable development goals for all.

If we mainstream SRHR in UHC, 4.3 billion additional people will finally have access to adequate SRHR services. If we mainstream SRHR in UHC, 257 million women and girls in low-and-middle-income countries (LMICs) can have access to contraception care.

This report aims to give an overview of the current policies and an in-depth analysis of the funding landscape in 14 European donor governments targeting SRHR in connection with Universal Health Coverage / Health System Strengthening to provide evidence for advocacy.
