Tracking What Counts: A Trends Analysis of European Donor Support to Sexual & Reproductive Health and Rights & Family Planning 2024-2025

The Tracking What Counts 2024/2025 report provides a comprehensive analysis of funding trends and political commitments to sexual and reproductive health and rights (SRHR) across 13 European governments and EU institutions.

Published against the backdrop of escalating human-made crises, a worsening climate emergency, and growing pressure on international cooperation, the report assesses whether Europe is meeting its commitment to protect people’s dignity and bodily autonomy worldwide.

The findings paint a concerning picture.

In 2024, for the first timesince the Tracking What Counts (TWC) report analyses data,European donors decreased support to both SRH/FP and SRHR. The decline is largely explained by payments timing and the challenges to account for multi-year disbursements when focusing on annual expenditures. Lower multilateral core spending also contributed to the overall decline.

But most alarmingly, for the first time in nine years, the C2030E tracking shows that the number of countries decreasing SRH/FP funds is higher than those increasing it. And in the case of SRHR, as many European donors are cutting funding as those increasing it.

Despite sustained support for UNFPA and an increased commitment towards UNFPA Supplies Partnership by European donors, the overall trajectory signals a shift away from solidarity and towards self-interest. At a time when needs are growing and resources exist, the widening financial gap reflects political and moral choices rather than necessity.

At the current rate of European funding for SRHR, donors analysed by this report would take centuries to be able to provide what UNFPA calculated to be needed to reach the three transformative results by 2030.

Countdown 2030 Europe calls on European governments to reverse funding cuts, reaffirm SRHR as a life-saving and non-negotiable priority, and redefine Official Development Assistance as a mechanism for justice and international solidarity. Protecting bodily autonomy, sexual and reproductive agency, and human dignity is essential to building fairer, more equal and just societies in which everyone can flourish.
